If banning guns would turn the US into a police state, why aren't other western democracies police states?

I often hear gun enthusiasts claim that introducing strict gun laws would result in a police state for the USA. Almost all western democracies have pretty stringent gun control laws, and aren't police states. Yet guns were legal and freely available in Iraq under Saddam Hussein, which was most definitely a police state.
