Will a full grown congo tetra eat neon tetras?

Any fish that is big enough to fit another fish in its mouth will eat it. Obvious exceptions are the mouth breeding varieties, but that only means their own young, and plecos or scavengers which are usually too slow to get a fish until it's dead or dying.
