Lebanon urges UN to curb Israel offshore drilling: Who has rights to Leviathan? How will the UN rule?

This sort of issue would normally be subject to negotiation. But since the Lebanese refuse to negotiate with Israel, none happened, and it's too bad that Lebanon feels that it is getting short shrift. Maybe Lebanon should have negotiated a maritime boundary when it was still possible.
